Program Description
Alabama Mandatory Reporting: Legal and Ethical Responsibilities for Professional Counselors is a one-hour continuing education program examining the legal and ethical responsibilities of counselors when responding to suspected child abuse and neglect. The program reviews changes to Ala. Code § 26-14-3 under Alabama Act No. 2026-375, effective October 1, 2026, including third-party reporting, the reasonable-person standard, immediate oral reporting, and the 72-hour written-report requirement. Participants will examine the interaction between mandatory-reporting law and ethical responsibilities involving confidentiality, informed consent, client welfare, professional judgment, consultation, documentation, and counselor role boundaries. Case examples will be used to apply an ethical and legally compliant decision-making process to situations encountered by professional counselors.
Learning Objectives
Upon completion, participants will be able to:
Describe Alabama’s immediate oral-report and 72-hour written-report requirements.
Identify the three statutory circumstances that trigger a mandatory child-abuse or neglect report in Alabama beginning October 1, 2026.
Differentiate the counselor’s legal and ethical reporting responsibilities from the investigative responsibilities of DHR and law enforcement.
Apply ethical principles related to confidentiality, client welfare, professional responsibility, consultation, and documentation to mandatory-reporting situations.
Demonstrate a legal and ethical decision-making process when responding to direct disclosures, third-party reports, and cumulative information creating reasonable suspicion.

Presented by: Dr. Garrett holds a PhD in Counselor Education and Supervision from Walden University. She also has an Education Specialist degree and a Master’s in Agency Counseling from Jacksonville State University. She is a Licensed Professional Counselor Supervisor (#0856), National Certified Counselor, Registered Play Therapist–Supervisor, and CCE Approved Clinical Supervisor (ACS #4357). Since 2009, she has worked full-time in private practice, specializing in counseling for children, adolescents, families, and adults facing challenges such as trauma, anxiety, and grief. She also leads trainings, seminars, and supervision programs across the U.S. and internationally.
